Is Ireland's recycling infrastructure sufficient to its needs?


 

The Repak Payment Scheme (RPS)

The company operates the Repak Payment Scheme (RPS) of subsidy payments to fund the recovery of waste packaging that is sourced by Service Providers

 

from:-

  • industry’s back-door that comprises of packaging waste that arises on business premises that has  been used to convey goods to the market; and
  • households - packaging waste that is collected via public bring and kerbside collection networks.

The domestic and back-door waste packaging sectors are administered and funded using separate RPS rates and control systems. RPS agreements may be made to eligible Service Providers who have ownership of their collections service (e.g. they own and promote bring networks, they own and control kerbside collection schemes i.e. the householder pays bin/tag a bag services to them, they have contracts with Repak major producers and minor producers).

The level of subsidy is based on the material type and source, recovery activity for that material, the market value of that material and the tonnage that Repak is committed to achieving within the current year. Subsidy is paid for the recovery and recycling of six waste packaging materials types;

• Paper,
• Plastic,
• Glass,
• Steel,
• Aluminium,
• and Wood.

Service providers registered with Repak receive a monthly claim form in which they detail tonnage recovered within that month. The recovered waste packaging tonnage claim is then invoiced to Repak accompanied with appropriate backup documentation (weighbridge dockets, recycling certificates etc) to substantiate that the material has been recycled in accordance with the service provider’s contract and company policies.

Verification of all claims submitted is undertaken by a continuous programme of audits to due diligence standard incorporating financial and technical aspects.
